1. NECA Monitoring Infrastructure Funding and Related Tax Plans
The U.S. Department of the Treasury released the Made in America Tax Plan Report. The report details President Biden’s Made in America tax plan, which was outlined in the American Jobs Plan (AJP).
NECA’s Look Ahead: Although the document is a helpful guide to understanding the White House’s priorities for tax code changes, it is not legislative text or final. NECA will continue to work with the Biden administration and Members of Congress on funding infrastructure.
2. Treasury Establishes Office to Implement COVID-19 Relief Programs
Earlier this week, the U.S. Department of the Treasury announced the establishment of the Office of Recovery Programs. This office has been tasked with leading the effort to implement the economic relief and recovery programs created by the CARES Act, the Consolidated Appropriations Act of 2021, and the American Rescue Plan Act. Included under this wing will be the implementation of the special financial assistance program to fund failing multi-employer pension plans.
NECA’s Look Ahead: NECA intends to closely monitor any information as well as guidance distributed by the Office of Recovery Programs on implementation of these established programs. While we are pleased by the streamlining this office should offer, much hard work remains to successfully administer the $420 billion in federal aid granted by COVID-19 relief legislation.

NECAPAC held a sweepstakes for NECA Now and all NECAPAC donors from March 1 through April 14 were automatically entered to win great prizes! NECAPAC raised an incredible $203,775 since March 1 and 175 contractors were entered into the sweepstakes! Just in the two days of the virtual NECA Now meeting, $90,000 was raised for NECAPAC!
