On September 23, 2021, the House passed the FY22 National Defense Authorization Act (NDAA) with a 316-113 vote. The Senate will need to pass its own version of the bill, and then the two chambers will iron out the differences in the coming months at a conference committee. NECA was able to secure wins during full consideration on the House Floor for its contractors such as:
Pramila Jayapal’s (D-Wash.) amendment that would direct federal agencies to initiate debarment proceedings for federal contractors with repeated or willful violations of the Fair Labor Standards Act (FLSA).
Andy Kim’s (D-N.J.) amendment on local hiring provisions on Military Construction projects.
NECA’s Look Ahead: NECA commends the House on its passage of the NDAA. As the bill proceeds to the Senate for consideration, NECA Government Affairs will closely monitor which provisions remain in the bill.
Surface Transportation Extended as Infrastructure is Delayed
Last week, the House was set to consider the Senate-passed bipartisan infrastructure bill on September 30—the Infrastructure Investment and Jobs Act (IIJA). The House was not able to bring the bill to the floor and government funding for surface transportation expired. On October 1, the House passed the Surface Transportation Extension Act to extend surface transportation funding until the end of October. The House now has a month to try to pass the full infrastructure package. NECA is committed to supporting long-term investment in infrastructure that is responsibly funded.
Senate Passes Debt Ceiling Increase
On September 30, the House and Senate passed a Continuing Resolution to fund the government at its current levels until December 3. Senate consideration of the Budget Reconciliation package would include a long-term debt limit provision remain in flux. Late Thursday evening, the Senate passed a short-term debt ceiling increase that is now headed to the House for consideration. NECA will continue to monitor both the debt ceiling and government funding in the coming weeks.
