On Tuesday, Senate Democrats announced a budget framework of $3.5 trillion dollars. This resolution will set the framework to begin budget reconciliation. This bill that is likely to include President Biden’s “human" infrastructure plan, Build Back Better.
NECA’s Look Ahead: Although the budget resolution framework text has not yet been released, we are expecting three areas of offset focused in three main buckets: Health Care Savings, Tax Code changes (Corporate, International, High-Income Individual, Tax Enforcement), and long-term growth estimations. NEAC is expecting text within the coming week and will continue to update membership on the budget reconciliation process.
2. EDUCATION ASSISTANCE BILLS INTRODUCED IN HOUSE
This week, Congressman Jason Smith (R-Mo.) and Congressman Danny Davis (D-Ill.) introduced the Upward Mobility Enhancement Act, and the Upskilling and Retraining Assistance Act. These bills aim to increase employer provided education assistance to $12,000 and expand education-related tools and technology covered by the tax exclusion.
NECA’s Look Ahead: These NECA-supported bills benefit both employees and employers by allowing students to work through their education and allowing businesses to retain a highly skilled workforce. We will be monitoring the progress of these pieces of legislation.
