Majority Leader Schumer has announced that he will include nearly $250 billion to spur research and development—as well as domestic chip manufacturing—as an amendment to the National Defense Authorization Act (NDAA), because the “supply chain crisis needs attending to and we cannot wait.” The CHIPS Act was introduced by Senator John Cornyn (read morehere) and would help bring domestic manufacturing of semiconductors and chip manufacturing back to the United States. During a markup on the floor, 58 Senators voted in favor of ensuring Prevailing Wage and Davis-Bacon provisions were kept throughout the bill. Joining the 50-member Democratic Caucus in voting nay were Republican Senators Roy Blunt (MO), Steve Daines (MT), John Kennedy (LA), Shelly Moore Capito (WV), Lisa Murkowski and Dan Sullivan (both AK), Rob Portman (OH) and Marco Rubio (FL).
On Thursday, a short-term funding continuing resolution (CR) to avert a government shutdown and push the new deadline to mid-February was passed by both chambers and signed into law. The CR does not include any major changes from the previous Trump Administration budget and will include roughly $7 billion for Afghan resettlement for the Special Immigrant Visa (SIV) program.
OSHA is giving companies more time to weigh in on the COVID-19 vaccine mandate-or-testing rule for large employers. The agency extended the deadline to Jan. 19, 2022, to allow stakeholders time to review the Emergency Temporary Standard (ETS) and collect information and data necessary for comment. The extension comes shortly after two court rulings issued this week granting a preliminary injunction on the Centers for Medicare & Medicaid Service vaccine mandate for health care workers, effectively halting its implementation nationwide pending further orders.
