September was dominated by government funding talks and internal fighting among House Republicans. Both chambers worked right up to September 30th funding deadline, barely avoiding a government shutdown. Notably, turmoil between House Republicans and House Leadership kept the American public on edge with whether or not the government would be shutting down and the path forward is even more unclear.

Legislative Action

Funding Deadline Pushed to November 17th

Just before midnight on September 30, the Federal government narrowly avoided a government shutdown by passing a 45-day Continuing Resolution (CR) that funds the federal government through mid-November. In the weeks leading up to this deadline, NECA urged Congress to make every possible effort to avoid a federal shutdown and prevent disruptions for NECA contractors nationwide. On the surface, the CR will hopefully give Congress the time it needs to pass the required legislation to fund the government through FY24. Included in the CR was a measure to extend FAA Authorization through December 31st and $16 billion in disaster aid for select states. This is being referred to as a ‘clean’ CR as it does not include extra riders like Ukraine funding or funding to secure the southern border.

 

Looking ahead to November, NECA will be closely monitoring the progress of the 12 key appropriations bills as they move through both chambers. Right now, we do not anticipate the House will be able to complete all required funding bills before November 17th, which could trigger a government shutdown or lead to another CR. We continue to emphasize the importance of keeping construction accounts fully funded and will keep NECA members updated as we near this new deadline.
